[LINUX] libssl required if build by the pipeline

Error on startup:
error while loading shared libraries: libssl.so.3: cannot open shared object file: No such file or directory
Local build has no problem.

Looks like the CI build is using ubuntu-latest to build the binary, which is using OpenSSL 3.x, hence libssl.so.3.

For example on my Ubuntu 20.04.6 LTS box, the library situation looks like this:

So I think you have to either build with OpenSSL 1.1.1 to support older setups or document OpenSSL 3.x as a dependency, which I think would be a sensible choice. Alternatively, people can always build it themselves with OpenSSL 1.1.1.
