Add default-floating-position relative-to="cursor" window rule

Useful to have particularly poorly behaved windows spawn by the cursor.

Reaper is entirely x11, though. I guess it doesn't quite do window hints properly for them since it seems to use its own bespoke toolkit?

I do have a bug that sounds similar to this behaviour, adding a screenshot here:

This is eclipse IDE, I'm not sure if is a bug of it on wayland, I do not have another wayland environment to test on now.

The small window on the right is supposed to be next to the mouse, but it opens far away, there are quite a few popup that open like that in eclipse, and to interact with them become quite impossible because for when you reach them with the mouse they close.

Is this floating setting available in 25.02 so I can test it?

Let me know if this sounds as a know bug or I should open a issue for it.

Eclipse is probably running through xwayland-satellite and a similar issue to this has been recently fixed there

That's sounds interesting, actually I'm running it with wayland, I'm pretty sure of it because I cannot start anymore xwayland-satellite ( 😅 I should retry with a more recent version), the version of eclipse is the one from flatpak, so I'm running this trough flatpak, also I tweaked the settings of flatpak to pass on only the wayland socket (disabling X11 and X11-fallback sockets) to make sure I'm on wayland.

Another good usecase for this would be the gnome file previewer sushi. It would make sense to always open it next to the mouse position.
