Add Terraform action documentation checks

Summary

• add registry and legacy action file checks with dedicated fixtures and unit coverage
• extend shared contents validation for action argument bylines while disallowing attributes and import sections
• recognise actions directories in discovery, skip .keep placeholders, and wire CLI options for action support
