Patch release bumping all five version files (package.json, package-lock.json,
helm Chart.yaml, tauri.conf.json, desktop/package.json) from 4.11.3 → 4.11.4.

Rolls up the fixes/features merged since v4.11.3 — notably the PostgreSQL
boot-loop fix (#3639), the 4.11.x node-disconnect regression (#3637), the
custom-LoRa-config "LongFast" mislabel (#3644), several MeshCore fixes
(#3645/#3646/#3606/#3607) and features (#3647/#3620), and map fixes
(#3642/#3610/#3616) + marker spiderfying (#3612).
