Dependabot bumped npm from 6.14.18 to 11.6.4 (e593e9f) as part of a form-data security fix, but npm removed its programmatic API in v8. build-contract-predockerbuild uses require('npm') which breaks with v8+. Pin to ~6.14.18 so dependabot can only bump within 6.14.x. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>

I had accidentally accepted an npm lib upgrade through #63 which breaks our API use. Also new docker CE installs (on Ubuntu for example) don't have the docker-compose CLI.
