Refactored music handler, using decorator factories for event handling

Pulled the music handling event logic from the main server file, reimplemented the event handling logic to use decorators, which allows for separation of the event logic from the action logic, also is a bit easier to parse, change and implement new commands.

Also pulled out the settings emit logic into its own function to be called instead of implementing that in specific functions multiple times.
