Need to implement semaphores.

That's all.

There is creative liberty on how to do it. but preferably match the project structure style for the new feature.

In the end there should be a simple, intuitive method to use semaphores across the project.

also figure out a way for the user programs to also be able to use semaphores.

I can implement this since, I've already implemented the concurrency suite. While it does not seem to be a big priority, I can make a PR if you prefer semaphores.

However, I would like to ask whether you are requesting for binary semaphores or a counting semaphore? If you happen to prefer both, then please suggest a good name for the respective functions.

To add to the matter, yes, you can say that a binary semaphore is a counting semaphore with value set to 1. I just need clarification whether this is a distinction we're willing to make or not.
