FSR 1.0 Consideration

Might I suggest a more conservative algorithm for those who just simply want scaling without bilinear filtering artifacts?
Mitchell bicubic is quite the improvement over bilinear scaling with a good balance of ringing & blur. I'm assuming this would be easier to implement than FSR 1.0 as well.
I believe it'll produce much better results for SSAA/downscaling from higher internal res as well. FSR 1.0 nor bilinear scaling are really made for that.

Sodium / Iris will probably add some of DLSS / FSR support eventually due to Vulkan support being announced (#67)
