v1.0.8.4 - Live tile refresh fix

Fixed the pinned live-tile regression where the Start tile would not reflect the most recently played video after returning to the home screen.
Preserved the rotating live-tile flow while adding unique tile update tags so the last-played and trending entries refresh cleanly.
Kept the fallback order as: last played, then Trending Now, then the branded YourTube tile.
Updated the ARM Windows 10 Mobile AppX package version to 1.0.8.4.

Notes

This release is for Developer Mode sideloading on ARM Windows 10 Mobile 10.0.15063+ devices.
The AppX is signed with the public development certificate included in the release assets.
No private signing key, API key, OAuth secret, or user token is included.
