KenyaA2A (https://github.com/gabrielmahia/kenya-a2a) is a small A2A server that exposes a few Kenyan civic-data skills. This post replaces an earlier version that overstated what it did.
What works: a constitutional-rights lookup (a small set of articles, English and Kiswahili), served over A2A 1.0 / JSON-RPC on a2a-sdk 1.x.
What does not: the county-budget and parliament skills need data files that are not in the repository, so they say so instead of answering; the drought skill returns synthetic demo values derived from the county name, not NDMA data, and is labelled that way. There is no public instance running, and the card declares no authentication or authorization.
Testing: the official a2a-tck over JSON-RPC gives MUST 54 passed / 5 failed, SHOULD 4 / 0, MAY 2 / 1. The five MUST failures look like the prompt-dependent artifact/message scenarios discussed in a2a-tck#229, and the MAY failure matches a2a-tck#236. Details and limits: docs/TCK.md in the repo.
Feedback welcome, especially from anyone working on Agent Card verification or authorization: what would you want a small public-sector agent like this to declare, and how would you test it?
