Summary

update the vendored llama.cpp submodule to ggerganov/llama.cpp@227ed28e1
add the new LLAMA_SPLIT_MODE_TENSOR binding
sync mtmd_cpp.py with the current public mtmd.h and mtmd-helper.h C API surface
