Bug in the Github Actions and mypy found couple of issues.

Github Actions failed on couple off issues.

Goal is to fix the following bugs:

• docker-compose --version has been depricated needs to be updated because of this ci.yml (github action is failing).
• mypy found Type error in the compose.py
