BREAKING CHANGE: updates to ESM and TypeScript, re-enables previously disabled tests. Removes babel and prettier, replaces with biome.

Updates reg-cli to TypeScript and ESM.
Removes babel, replaces prettier with biome. Applies mostly default biome formatting/linting.
