The spec definitely implies this (e.g. "starts unset" or RTP5a1 stating it should be "cleared").
I don't think it was intentionally in the presence section.
To give an accurate description of what the RTL15b channelSerial represents requires us to also mention that it can be unset, and to mention the full list of ProtocolMessage types that can update it. So just don't try and give a description of it.
