Provide and endpoint/action to "submit" multiple PURLs at once to be added in the PurlDB

This should be on POST method to handle large data.
Also, it should provide instant feedback in the response, like a count/list of the existing ones and a count/list of the new PURLs to be processed and added in the DB.
