How to run `scan_and_fingerprint_codebase` in scancode.io

We tried to deploy purldb together with scancode.io. But when running make request_scans we observe issues, since the scan_and_fingerprint_codebase pipeline is not available.

I see this pipeline just mentioned in

But it seems to not exist in a fresh deployment of scancode.io and seems to be related to matchcode_toolkit.

matchcode-toolkit (https://github.com/nexB/purldb/tree/main/matchcode-toolkit) will need to be installed in the same environment as scancode.io, as it provides the pipelines and other functions for matching. I will update the readme to mention this.
