Feature: Skip checking super admin if the role in JWT is not super admin

Yes, Super Admin check happens for non super admin user, which result is well know "unauthorized"

Describe the feature you are requesting, as well as the possible use case(s) for it.

We need unify logic for checking super admin for all service function
if user is not super admin, then Super Admin Authz check should be ignored.

In Auth response we have added field role, (super admin, user) , It is added in PR #2609

We have field role in Auth Response, with that we can decide and skip the auth check if user is not super admin
