Add helper for displaying Stellar network connection quality indicator

Summary
Users have no visibility into the quality of their connection to the Stellar network, which can make slow or failed transactions confusing. A small connection quality indicator based on recent RPC response times gives users context before they attempt a trade.

Scope

• add a helper that samples recent Stellar RPC response times and classifies connection quality
• display a small indicator in the wallet or header area reflecting the current quality level
• update the indicator on a defined polling interval

Acceptance Criteria

• the indicator reflects the current Stellar RPC connection quality
• the indicator updates without requiring a page reload
• the indicator is accessible with a label describing the connection state
