Add pagination metadata builder

Summary

Add a small builder for pagination metadata used in list responses.

Scope

• create a shared helper for pagination metadata
• keep the output shape stable and reusable
• avoid mixing response data shaping into this helper

Acceptance Criteria

• list endpoints can build one consistent pagination metadata object
• helper reduces repeated metadata logic
• output remains predictable for clients
