Stacked on #4. Adds an ExecPlan for making local hooks and PR hygiene predictable before the Bearshape rename. Scope: reproduce and fix the local prek markdown/formatter issues, align typos behavior so npt.NDArray is handled intentionally, and validate spelling, ruff, typecheck, and typecheck-compat without touching CuPy runtime coverage.
