Waypoints 1.0

Waypoints 1.0 is the MVP release candidate for WordPress.org submission.

Highlights:

• Public plugin surface renamed to Waypoints, with the waypoints text domain, REST namespace, block name, preferred shortcode, and release artifact.
• WordPress.org submission-readiness workflow added for PHP quality checks, PHPStan, browser smoke tests, WordPress Plugin Check, packaging validation, and metadata validation.
• Release package ships as a single waypoints/ plugin directory with production Composer autoload files and normalized file permissions.
• Admin-only API request counting added for troubleshooting Google API usage.
• Production installation, configuration, external-service, and credits documentation tightened.
