improve: minor refactoring to formatting

This makes a few minor updates to the formatting utilities:

1. It makes prettier format everything in the repo and fully relies on .prettierignore. This allows prettier to capture files at the root that aren't captured by ./**/*.js for instance.
2. It adds typechain to .prettierignore so it doesn't waste time formatting typechain outputs.
3. It matches the .eslintignore to the .prettierignore.
