sbt starter workflow is broken #2704
Description
As noted in:
sbt is no longer included in the latest macOS / ubuntu runners which means the workflow as is will not work.
It should either be removed or fixed.
in actions/setup-java#712 (comment), @eed3si9n suggested https://github.com/sbt/setup-sbt, that seems like a reasonable fix.
