Figure out a solution for GitHub's matrix limitation

The build-arm matrix job now builds 255 boards, GitHub imposes a limit of 256 matrix jobs.

A matrix will generate a maximum of 256 jobs per workflow run. This limit applies to both GitHub-hosted and self-hosted runners.

I think we can just make a second arm-centric job to have do some ports.
