wwshell include in docs is not working

The docs are trying to include wwshell readme file here:

circup/docs/index.rst

Line 8 in f7f7873

.. include:: ../circup/wwshell/README.rst

But in the live page it doesn't appear to be working. The pages jumps immediately from the end of circup readme into circup contributing file, there is no mention of wwshell anywhere on the live docs page.

It seems like circup docs builds have been failing inside of RTD for a while: https://app.readthedocs.org/projects/adafruit-circup/builds/

The docs do build successfully for me locally and do include the wwshell section in the locally built files.

It turns out that RTD has disabled the Circup project because it failed too many builds in a row.

I think the build failures are likely due to change in requirements for the RTD config file that hadn't been updated in this repo. #279 is attempting to fix the RTD build, so I think we could re-enable it after (or maybe before?) that is merged.

Perhaps a separate issue, but I've noticed the docs badge isn't reflecting reality either.

It shows that the latest docs build on RTD is successfully but that is not true in the list here: https://app.readthedocs.org/projects/adafruit-circup/builds/

This probably helped the docs build failure go unnoticed.

The docs did build successfully after the latest PR 🎉. The theme looks different from before (and all the other repos). But that is a different issue, and will be easier to iterate on now that RTD is not auto-disabling the project.

I'm closing this now since the live docs are functional, but I'll submit a separate PR to try to restore the theme.
