Qt 6.10.2 x64 for Win 8.1

Highly experimental, over Qt 6.10.0 with fewer features.
VS 2019 and M$VC and old Kit 10.0.22621.0.
Patches2 has kernel subfolder revert to 6.10.0 (dependancies error for Kit 10.0.26100.x)
Win7 version is modded Win 8.1 build. No VxKex needed.
