Automatic posting of internet outage alerts for a given area

Details

• Must be on a schedule
• Should persist last known outage alert to avoid reposting the same alerts
• Should support configuration in config.yaml for the location/region, internet provider details (as well as standard configs - interval, etc)

• Should support more than 1 channel, and more than 1 location/provider
