Assert big number

Introduction

Consider about this assertion.

I think we can implement the big integer assertion.

And we can also consider the following approach:

• Using string traversal to check whether the expected is the big integer and decimal.
• Using the GMP or bcmath extension provides functions to complete these assertions.

• Bug/Issue
• Feature request
• General stuff

Actually, I didn't find similar assertion in PHPUnit.
