removed deprecated ubuntu-20 image
The naming scheme was changed from year to release name, but there was no distinction between the OS and release name. added _ to separate them.
updated publish workflow into 2 separate jobs in order to have permissions passed to release tasks bumped version: `softprops/action-gh-release`
