removal of UMAPI and Action.do() is too big a change

In 2.0a1, the removal of the UMAPI object, all the old errors, and Action.do() makes it too hard to migrate your application. There needs to be a way of getting running on top of 2.0 easily, and then gradually doing the migration from there.

v1 clients are likely to be relying on the old helper functionality of paginate. It's missing from the b1 release (2622877), and needs to be included in the legacy module for the 2.0 release.
