excluded user counts are wrong if adobe-only-user-action is exclude

While testing my fix for #159, I noticed that adobe-only users are not added to the excluded user count even if the adobe-only-user-action setting is exclude. So I'm fixing that too.

So it turns out I didn't fix this completely, because I didn't realize that there was another part of the code that was assuming that user exclusion only happened in one place (and thus didn't know about excluded adobe-only users). So now I will complete the fix as part of fixing #167.
