Set up initial CLI

[afuetterer]

• optional, can be installed with python-re3data[cli]
• add cli to dev group
• use re3data --version in dev setup ci job
• entrypoint (__main__.py)
• add __main__.py to omit coverage
• able to print the current version
• able to print help
• add tests
• add CLI reference docs
• add cli to hatch docs env
• add hatch command: typer cli.py utils docs --title X --name Y
• runs in CI

$ re3data --help
$ re3data -h
$ re3data --version
$ re3data -V
