feat: prepare npm publishing automation

Summary

• add npm publishing metadata and a file whitelist for @agentcontrol/agent-control
• make npm install the primary documented OpenClaw install path
• add a tag-driven GitHub Actions release workflow that lint-checks and publishes to npm with provenance

Testing

• npm run lint
• npm pack --dry-run
• npm publish --dry-run
• python3 YAML parse of .github/workflows/release.yml
