- Add strict _rfc3339_date and _rfc3339_time suffixes with cross-language validators for RFC3339 full-date and partial-time strings while keeping them as non-stripped strict string fields
- Remove legacy Agent Skill marker compatibility so skill install/status/uninstall only trusts the current managed marker format
