ci: finish shared workflow rollout to v3

Summary

• pin the shared guardrails/test/coverage/release workflows to agentjido/github-actions@v3
• replace the repo-local lint/changelog steps with the shared lint workflow
• keep the shell-specific lint command in one place

Notes

• hex validation stays disabled because this repo depends on non-hex packages
• jido_run stays custom and jido_memory_os is intentionally excluded from this rollout
