Every rule follows a structured template:
### kebab-case-rule-id
**Rule:** Single sentence statement.
**Why:** Motivation — what problem does this prevent?
**Apply when:** Specific conditions, file paths, code patterns.
**Don't apply when:** (Optional) Exceptions.
