Port to stage0_mongodb_api

First rename this repo to stage0_mongo_api. Then refactor this to use the stage0_mongodb_api utility in place of the MongoMSM utility.

• Create the input_folder directory structure
• Creating versioned Simple Schema from stage0 design specifications

• Update the Dockerfile to be from stage0_mongodb_api
• Test locally
• Housekeep old configuration files
• Build and Test container locally
• Delete existing image package
• Manually publish new container

• Harvest a stage0_template_repo from this repo.

We are using the GitHub Docker Container Registry this article is helpful in understanding that service.

We are using the Build and push Docker images action, in conjunction with the /Dockerfile of each repo.
