Description
This PR adds an online evaluator that catches the messages of the moderator.
If the moderator is not granting speaking rights then the evaluator answers with NA.
If the moderator is granting speaking rights to an agent, then the evaluator judges whether
the best-fitting agent was selected to be given speaking rights or not.
