If flex_start_max_run_duration_minutes is not set, the key should be excluded from the serialized representation of the model.

When runs are submitted with
flex_start_max_run_duration_minutes=None, applications ignore the provisioning mode and fall back toON_DEMAND. This PR excludesflex_start_max_run_duration_minutesfrom the serialized representation of the model.
