What
This is a small update to our Markdownlint and Vale linter rules for docs. It enforces US spelling, enforces that sentences start with a capital letter, and loosens/exempts some rules that were causing a bunch of false positives.

Review guide
These are pretty straightforward text files. Not much to see. There's a bug in Vale that prevented me from targeting multiple types of elements with the capitalization rule, which is why I had to create 4 largely similar ones, one for each element.

None yet. I should be the only person using these rules during this testing phase.
