Suspend background polling operations (`updateCurrentBranchIfClean` and `refreshPRs`) if the "View Pull Requests" command has not been invoked within the last 5 minutes. This reduces API requests and saves resources for users who aren't actively monitoring pull requests. The polling automatically resumes upon interacting with the command. Suspend background polling operations (`updateCurrentBranchIfClean` and `refreshPRs`) if the "View Pull Requests" command has not been invoked within the last 5 minutes. This reduces API requests and saves resources for users who aren't actively monitoring pull requests. The polling automatically resumes upon interacting with the command.
