Precedence order when config file is specified on the command line

I find this order of precedence intuitive:

Command line
Config file that is declared on the command line
Environment vars
First config file listed to kong.Configuration
Second config file listed to kong.Configuration

But it looks that when I use kong.ConfigFlag the order is more like:

Command line
Environment vars
Config file that is declared on the command line
First config file listed to kong.Configuration
Second config file listed to kong.Configuration

I am opening this issue to see what others think. What do you find more intuitive?

And how to achieve the first order with Kong, if this is something one would prefer?

I prefer the second and I also believe it is the way most tools behave.
