How come this api be free?

Hi, im new to programming and wondering how can this api be free, no need for a key or anything. Can someone explain?

In this project, we are not collecting the data into a database; We are just giving the publicly available data within a REST api format!
Also, about the api key, we don't require it cuz we are giving a rate limit to each user so that our server doesn't charge us
