chore: migrate from removed macos-13 intel agent to macos-15-intel

[neilcampbell]

The macos-13 intel agent has been retired, which is causing build errors. See https://github.com/algorandfoundation/algokit-cli/actions/runs/20084941554

This PR switches to the only available intel runner, which is macos-15-intel.
