Remove utils and utils-ffi

In prep for removing the utils crate, we want to move the relevant tests to the other crates. The utils testing has a lot of testing utils that we'll have to decide how to move over. Present a plan for discussion on what needs to move over before the PRD.

This is ticket is being repurposed to just remove the utils and utils-ffi crate. The reason is that the test utils are not needed for the algokit_transact crate, so we can just remove utils and utils_ffi.
