This PR adds some Python notes.

  • Includes 7 Topics: V
    • Variables and Data types
    • Basic Operators.md
    • String Manipulation
    • Sequence Types
    • Mapping and Set Types
    • Control Flow
    • Loops
  • Each file includes a properly structured table of contents

I apologize for taking so long. I'll make more PRs updating the README.md file and some more Python notes.
