Move API reference from README into the wiki The README had grown to 525 lines, almost all of it API reference. Split it into one page per area so the README can stay a short landing page. Content is moved verbatim; only headings were promoted a level and two cross-references repointed (the Conditions anchor, and the kses-svg.php link that pointed at the pre-1.4.0 php/ directory).
