Using the external file to share the project sets across the team is very convienient. But when when selected in options. Opening any solution will cause the new project set file to be created. This happens even if there are none project sets defined.
This pull request is changing behaviour. The project set file is created when there is at least one project set defined for solution. It does not change behaviour in any other case.
