Switch to IRI API from SFAPI

AmSC has produced the IRI API which is very similar to the SFAPI, but works on globus auth meaning we can use the refresh token rather than the 30-day max token:

We've been testing this and it works at least for submitting jobs.

Questions to iron out:

• Can we use collab accounts?
• at what point would we want to swap over?

We are going to need to do this for the D4 demo soon, but not swap to it for production at least during the 2026 spring user cycle.
