Chore: Configure Release Please workflow

The altertable-ruby repository appears to be missing a release-please workflow for automated releases.

After recent feature merges (e.g., #5), there is no automated PR to create a release.

Action Required:

1. Add .github/workflows/release-please.yml (copy from altertable-lakehouse-ruby or similar).
2. Add .release-please-manifest.json and release-please-config.json.
3. Ensure Allow GitHub Actions to create and approve pull requests is enabled in repository settings (Actions > General > Workflow permissions).
